CONVENTION SPEAKERS
 

Jo Bonner, Chief of Staff to Governor Kay Ivey

Bonner represented Alabama’s 1st Congressional District in southwest Alabama from 2003 to 2013. He resigned from Congress in 2013 to take a job as vice chancellor of government relations and economic development for the University of Alabama System in 2013.


David Pugh, Partner, Bradley

David Pugh has represented owners, general contractors, subcontractors, engineers, architects, insurers, and sureties throughout the United States. He has advised clients at every stage of a construction project: conception, planning, performance and closeout. He has drafted and negotiated contracts for several large scale projects, and he has participated in trials, hearings, appellate arguments, mediations and arbitrations in Alabama, Georgia, Florida, Maryland, Mississippi, New Jersey, North Carolina, Pennsylvania, South Carolina, Tennessee, Texas, Virginia and Mexico, among other locations. He has also argued before the United States Supreme Court representing a pipe subcontractor involved in the construction of a natural gas pipeline in Florida and Alabama.  His experience includes both private and government construction projects.

David graduated the University of Alabama, B.S., Civil Engineering in 1984 and Vanderbilt University Law School, J.D., in 1988. David is a past chairman of the ABC Alabama Chapter and currently serves on the Board of Directors.  He also serves as the Southeast Region Chairman at ABC National.



Milton Graugnard, Executive Vice President, Cajun Contract Industries

Milton Graugnard, executive vice president of Cajun Industries, Baton Rouge, Louisiana, began his tenure on the Associated Builders and Contractors Executive Committee in 2018 as South Central region vice chair, whichincludes members and chapters in Texas, Oklahoma, Louisiana and Arkansas.

As a member of the ABC Executive Committee, Graugnard helps oversee the activities of the national association, sets policy and assists the national chair in carrying out the mandates of the ABC Board of Directors.

Graugnard has also served on ABC’s National Governmental Relations Committee and held multiple leadership positions at ABC’s Pelican Chapter. His other professional affiliations include board member and past chairman of the Industrial Contractors Council; board member and founding member of the Greater Baton Rouge Industry Alliance and the Louisiana Construction Education Foundation; chairman of a political action committee for the Louisiana Association of Business and Industry; and a founding member and past president of the South Central Louisiana Chapter of the Construction Financial Managers Association.

After earning a bachelor’s degree from Louisiana State University, Graugnard became an auditing manager at accounting firm Hannis T. Bourgeois. He moved on to Cajun Industries as the chief financial officer and secretary/treasurer and was promoted to his current role in 1997.


Joe Leavens, Partner, Balch & Bingham

Joe Leavens has a diverse practice focusing on joint use and pole attachment issues for utilities across the United States; products liability defense for national manufacturing companies; construction disputes for owners, general contractors and subcontractors; and insurance coverage analysis for both insurers and insureds. Joe's experience includes state and federal trial courts, appeals before the Eleventh Circuit and numerous regulatory proceedings before the Federal Communications Commission (FCC).

Joe graduated from the University of Virginia, B.A. Religious Studies in 2007 and Washington University in St. Louis, School of Law, J.D., in 2011


Oscar Price, Member, Wallace, Jordan, Ratliff & Brandt

Oscar Price joined Wallace, Jordan, Ratliff & Brandt in 2004. He practices in the areas of construction, litigation and general business law and has represented owners, general contractors, subcontractors, architects, suppliers, and bonding companies. In addition, Oscar has management experience in the construction field, which gives him a unique understanding of the industry.  Oscar is a trained and experienced arbitrator and is on the American Arbitration Association list of arbitrators. He is an experienced mediator as well and trained in collaborative law.

Oscar is a member of the Alabama State Bar, the American Bar Association, and the Birmingham Bar Association. He is admitted to practice law before the United States District Courts for the Northern and Middle Districts of Alabama and the state courts of Alabama.  He is also a member of the American Arbitration Association’s panel of arbitrators.

A native of Birmingham, Alabama, Oscar was born in 1955. He received his B.A. in English from the University of Alabama in 1977. He received his law degree in 1980 from Vanderbilt University School of Law. Following graduation, he served one year as the law clerk for United States Magistrate Judge Edwin Nelson, United States District Court Northern District of Alabama. Oscar has served as a director of the National Roofing Contractors Association and the National Roofing Legal Resource Center. He is currently a director of the Associated Builders and Contractors of Alabama. 


Will Aderholt, CPA, Member, Warren Averett

Will Aderholt has been with the Firm since 2008, is a Member in the Firm’s Tax Division and serves as the leader of the Firm’s Construction and Real Estate industry group. Prior to joining the Firm, Will spent three years with an Alabama-based financial institution. He specializes in tax planning and consulting for closely held and private-equity owned businesses. He also consults business owners on profitability enhancement and turnaround strategies, multi-state tax compliance, liquidity and capital sourcing issues, as well as provides financial statement reviews and compilations. Will has extensive experience serving clients in the construction, real estate, manufacturing and distribution, software and retail industries. Will also serves in the Warren Averett Turnaround Group, providing businesses with stabilization and recovery plans, as well as providing lenders with collateral monitoring and visibility into distressed borrowers’ situations. He has provided professional construction industry insight by authoring articles, which have been featured in construction industry trade publications.

Will graduated from Auburn University with a Bachelors of Science in Business (Accounting) degree. He resides in Vestavia Hills, Alabama with his wife and their five children.


Frank Wampol, Safety Director, BL Harbert International

Frank began working with BL Harbert in 2006 and has held a role in safety and health for more than 35 years. Frank is responsible for overall direction, oversight and support of occupational safety and health initiatives. He continues to develop BL Harbert’s role as a recognized leader in workplace safety.

Tim Hightower, Owner & President, Southern Carpet, Hardwood & Tile

Under Tim Hightower’s leadership since 1987 Southern Carpet, Hardwood and Tile has been recognized as one of the leading floor covering companies in Alabama and all of the southeast.

A lifelong resident of Birmingham, Tim is a graduate of Jacksonville State University, with post-graduate studies at Samford University and the University of Alabama at Birmingham.

Tim has been in the flooring business since 1980, with a focus on working with construction and local business clients. His reputation for excellence in sales and service and the commitment of Southern Carpet, Hardwood and Tile to always satisfy the customer has led to consistent growth for the company.

Recognizing the importance of continuous learning and professional growth, Tim has taken an active role in the floor covering industry. He is a member of the World Floorcovering Association, the National Wood Flooring Association and was past president of the Central Alabama Floor Covering Association. He also represents the floor covering industry through his membership in the Associated Builders and Contractors of Alabama. He has held several positions on their board, including Legislative Chairman (2007-2013) and Board Chairman (2014).

Tim is also active in the civic community. He and his wife Donna are active members of the Greater Birmingham Humane Society, and both of them have served on the board of directors. Tim was the co-chairman of their recent capital campaign (2010) and he was the King of the 2015 Jazz-Cat Ball. Tim also served as President of the Vulcan Voices Toastmasters in 2004, and was the President of the Birmingham City Salesmen’s Club for 2011-2012, and was honored with their Man of the Year Award in 2012.
